Does anyone know what this part is called and where one is?

It is the panel that goes between the windshield and top on a convertible. the sunvisors screw into it. Also Does anyone know how I can convert the speedometer to the 150 mph unit instead of the stock 105mph unit they put in the 94 Z28 Convertibles. Thank You.

The speedo goes to 115, sorry, but not to the 155 like all the other Z's the car isn't governed to that speed, it will peg out.

Yeah, the speedo can easily be swapped out with another one, from 93-96. The only reason why yours didn't read up to 155 is because the first owner didn't purchase it with Z-rated tires. I'm not sure, but I would think that even if you do swap out the speedo, it will still top out around 115. You would probably need a tune to have the governor reset.

As for the sunvisor thing. I believe that's the headliner.. or what's left of it from being a convertible. Only place I could think of getting one is a junkyard, ebay, or the dealer.

not sure what it is called but it is made out of cardboard and covered with headliner material. you might find one in the junk yard. or make one you'r self.
