DOHC VTec Please explain.

So I've got about 12k saved up and I am looking to get into the import scene. I've been wondering what exactly The DOHC SOHC and Vtec mean. I read something about adjustable engine timing or something of that sort. I'm also curious as to what people think a good entry level car with a good amount of upgrades with resonable prices.
