Wiper motor question...

alright so I have a 1969 buick skylark and there was snow on the windshield so i turned the wipers on, but there was too much snow and the wipers tried to move but they couldnt...and ever since then (this was yesterday) ive been having problems with the damn wipers, when i turn them on and switch them back off they stay on, that problem seemed to stop for now...but now the problem is that when i turn them on they make a lout banging noise and they dont seem to be moving smoothly...and when i turn them off they dont go down all the way...i looked at it and that arm thing thats attatched to the motor that moves the blades looks like its loose or something but i dont know how to fix that! do i need a new motor or what, can anybody help?
