I need help Please. Searched forever.. Fan problem

Hello, I have a 1995 chrysler concorde 3.5L. My fan will not come on and the car starts to over heat. I just replaced the thermostat and waterpump.

Now when i checked the Relay Box and remove either the Hi Fan relay switch or Low Fan relay switch the fan will come on and stay on even if the car is not hot. Some one help ? I searched all through this forum.

My son has a 1995 Concorde and had the same problem. Turns out it was a fuse. it was located inside the fuse box under the hood. Hopes this helps
