I posted nearly the exact same thing in the "what to do w/ a '95 civic EX" thread. I recently bought a 1995 civic EX and what they have to say in the aforemetioned thread should answer you question pretty well.

And congrats! you just bought one of the best cars for the price on the face of the Earth!

A quick summary of the thread:
1) intake and exhuast seem to be best bang for ur buck
2) tool around with paint and logos
3) rims. gotta get some nice rims
4) sound system or other interior like shifter and knob or seats.

hope I could be of service to ya

I would recommend(sp?) saving or investing the 4K, probably in mutual funds. That may have not been what you were looking for, but it could make you a lot of money over a few years. Just my .02.

IMO Id go about this route:
Intake:AEM CAI or Shortram (which ever you prefer)
Header:Kamakazee header
Exhaust: Thermal R&D
Wheels:Id go for something smaller..15's or 16's in black or gunmetal(but thats me..I dont like 17's give me a set of light 15's anyday)
Wing: I wouldnt get a wing.. Id go CF hood.. (again thats preferenceIf you do get one just get one you like the way it looks..)

hehe...don't think im gonna be investing anytime soon (im 16 =). how much weight does a CF hood take off, i've heard about 60 lbs. that true? and is it worth the 300-600 they run?

No, I think it is a waste of money. That is, unless you have ran out of things to put on your car. I can think of lots of other things that could benefit you better than a CF hood.
