tdo5 is not a t3. about the hf manifold, you will need to do some heavy porting or it will flow really restrictively. any turbo will fit on the hf manifold, you need an adapter plate though, no turbo will directly bolt on. the chrysler new yorker, if i remember correctly is a tdo4 turbo. you can get t3s from alot of cars. volvos, thunderbirds, saabs, etc. the thing is if you are doing homemade turbo project, i recommend that you rebuild the turbo before putting the turbo on. i didn't rebuild mine, and it leaked oil. beware of the turbos off of volvos, they are really good, don't get me wrong, but its a hassle to get it to fit on the hf manifold, due to the big ass wastegate, you have to make a special adapter plate to make it clear the block. i had a shop make the special plate and it fits perfectly. when getting turbo off used cars, make sure there is very little to no play, as this will tell you the condition of the bearings, etc.

who could port it for me? and how much would this run me?

what do you have to ask for at the shop? i have a machine shop in my school that could do it if i knew what type of material and sizes to use.

is there anything other than the hf manifold that i can use? i saw a prefab manifold for 14b turbos but i really don't want to shell out $300 for a manifold if i can get one that works just as good for under $30.

also, i plan to get a dsm turbo if the chrysler turbo turns out to be crappy.

for the adapter plate, all you need is a thick piece of metal prolly 4" x 4" and drill a hole in there thats the size of the flange for the turbo and the manifold. then drill and tap the threads for the bolts to hold it on there. if you are using the dsm turbos, the adapter plate shouldn't cost much, no more than 50-60 bucks. as for the manifolds to use, hf is not the only one. any manifold with the close cat design would work i believe, cx, std from the old civics and possibly the dx,lx,hx, of the 6th gen civics which also have the close cat design. or if you are trying to save some money, just cut your old manifold off partway and weld a plate on there to bolt the turbo on, i have seen it done but highly don't recommend it, you have to cast iron weld it, there are just all sorts of problems with that, so i don't recommend it. as for porting it, just get a exhaust manifold gasket, the part which bolts to the head, put on the manifold, trace around the extra material with marker, and grind it down with a heavy duty pneumatic grinder, or dremel tool(they do wonders). takes a while to do but will be worth it in the end.
