Questions from a new member

Is a 2000 323i with 27k miles for $19,000 a good buy? The problem with me asking so many questions is that people say that maintenance and parts for a bimmer are really expensive. Is that true? And also..how much is it to ensure one of these cars. Can some of u guys tell me how much u pay for your insurance?
