Air Bag Light Is Off

Hi , does anyone knows what i can check in a 95 ford explorer that has the AIR BAG light OFF?? is not working at all!!!

If the light will not come on when the key is turned on or when it goes through the bulb test after start up, check to see if the bulb is blown.
