I would definitely buy the kit online, you can find some really kick ass prices for a full kit (Front, Rear, and Sideskirts) Even with shipping, which is a bitch, its still a lot cheaper than buying from a local speedshop. To do the Talon to Eclipse conversion, in addition to your body kit, you'll need 97-99 Mitsu headlights (the projector ones off ebay are $150 a pair, OEM lights from the dealership are $200 a piece, salvage yard is probably cheapest) , 97-99 Mitsu tails again, the aftermarket Altezza's are probably cheaper than buying the OEM light cluster from a dealership, lastly you'll need the 97-99 reverse lights (salvage yard). Painting the body kit is tough and nearly no one has the right equipment at home, thus you can save yourself a lot of money finding someone who will cut you a deal. Also as far as the install goes, the kits might not bolt on perfectly and may require grinding, cutting, and all sorts of cosmetic touch-ups to make it look right. I may be able to rebuild my own engine, but I don't trust myself to do good body work. My advice would be to find a low price for a kit online (I've seen them as low as $300 for a group buy, $300-$400 single price, depending where you look) once you get your kit, snoop around your town or towns close buy and find a body shop that will paint and install your kit for a good price (having a hookup at a shop would save you some real dough)

Peace
