did the delta use the FIAT twincam?

....was the 16 valve head in the later models a fiat head or was that exclusive to Lancia?

16 v

16 valve head was designed by Abarth for Lancia Beta Coupe World Rally Car in the mid 70's.

Those heads retail now for 10.000 euro's......

Not precisely. The Lancia engines often featured 'improvements'.

eg My Volumex engine appears to be an 8V Fiat engine.. but has
Nitriding.
Reinforced bearing shells with sintered liners
Head gasket with ceramic inserts.
Special pistons.
I suspect the block has extra strength too.
BTW Volumex is Supercharged.

The Delta was a further development of this engine, so is more than a FIAT engine with a 16V head
