Angry GTI vs. GTI

Last night I was cruising around looking for someone to race, but then when I came to this stop light, after turning onto the main street, I saw a GTI behind me. Okay, I thought, finally someone that seems ready to race. Then, I started to play around with him for a while because there were no clear red lights which we could line up on. I noticed that he was a GTI, but he took off his 1.8T or VR6 badge, so I had no idea of what I was up against. He had some sort of an exhaust and probably an intake, but otherwise he looked stock. Finally, we caught a red light and I revved up to about three grand, as he did also, but at the last second this car turned in front of us and we had to brake, so we were pretty much doing a 15 mile per hour rolling start. Once the car passed we both floored it and we were dead even all the way through first gear, but this is when I got screwed. I hit the rev limiter and the ECU cut off all of the fuel for about a second and he flew past. The guy looked back and saw that something had happened, so he slowed down. I am wondering, is it normal for a stock ECU to be that aggressive?? My car is bone stock and it will stay this way until I get some more money, but this incident prompted me to start considering a chip even while I am still saving up for the upgrades. Has anyone else experienced this kind of incident, or is no one out there as stupid as me to hit the over aggressive (STOCK) rev limiter!?

1/4 mile time= 14.86 with a perfect launch and an oil change before the race.
0-60 time= I'm estimating around 6.4

I don't know how it is in the US, but here in Norway, yes, the rev-limiter works like it should. The rev limit is after the redmark, so you shouldn't be there anyway.
