Probably because you still have something selected elsewhere. When you have a selection, changes will only take place within the selected area. Or perhaps you or on a different layer, or perhaps the opacity of your airbrush is set to 0%. Play with those things and maybe that will help.

Okay, about the air-brush question. Does it give you a circle with a line through it for a cursor when you try to use it? Or, if you have an area of the picture selected, the airbrush will only paint inside the selected area, so make sure the area you're trying to airbrush is selected, or that there are no selections at all.

As far as the grey portion at the top of the image, the easiest fix is to use the square selection tool, select everything except the grey area, and choose "crop" from the image menue. This will change the dimensions of the image though. What I usually do to lower a car is make a selection of the car's body, copy it to another layer and move the copied portion down. Then, I use the stamp/clone tool to remove the original car outline from behind the new one.

As for making a carbon fiber hood, there's a good tutorial for doing that on www.geocities.com/bryces22/

You don't have to select the piece you want to paint. As long as nothing is selected, all the tools will work anywhere on the image, but if an area is selected, that will be the only affected area.

This comes in really handy when you want a nice clean edge, you just select the area you want to paint and then hit it with the airbrush or whatever...
