Exclamation Help Tireburner! Please! Anybody?

With reference to GM keyless remotes, do you have to match FCC numbers AND part numbers? Or do you only need to match the FCC number? I bought one with a matching FCC number but could not get the car to program to it (96' Buick Park Avenue).

HELP!! Anybody know how to program the new keyless entry fobs for a 1998 chevy astro van?
I bought them 2nd hand and cannot get the local dealer to program them for under 2 hours labour ($85 per hour plus tax)
Some one give me some advice please. (3 button. Lock, unlock, rear 2X)
I don't know if I posted this to the right place, but it is the only place I could find to ask a question.
