Angry Clink Clink Noise after Drop... Dust Covers?

I just did the drop this weekend on my 89 accord.
i put the factory dust covers back on. I'm using Susp. Tech 2.0/1.9 and Tokicos.
Whenever I hut any size bump in the road there is this damn !clink! noise coming from the front. It's really annoying.
Anyone know about this? could it be the coils hitting the dust cap because thas what I think it is. I don't wanna have to remove the springs...

I left my dust covers off of my integra and i have no problems. Sometimes, when i take off the tires, i either wash them or just wipe them down so they dont collect dust and squeak.
