Lightbulb VSC control...When to disengage?

I have an 03 Sport V8 4WD and I wanted to know when would you need to disable the VSC? i.e. Snow, Ice, Rain, Mud???? I see people upset b/c the earlier modles didn't have the ability to turn it off?
