Technical Question: How is it possible for...

the Evo VII GSR to "wear" 17 inch rotors when it is wearing 17 inch wheels?

Are the discs located way outside, far away from the wheels and not inward of the wheel (or mostly inward). How did Mitsu do that?

How mitsi did it is by saying what the smallest size wheel you can fit onto that part of the car.
Like it says on the front, 17" rotors, means that smallest wheel that can fit is a 17" wheel.
Dunno why they done it that way.
