Battery checks good. Engine will not turn over fast enough to start. Have tried 2 new starters cleaned the ground wire and engine still barely turns over. Any help appreciated.

Did you mean to say 89 or cavalier they didn't make them 98? I got confused but did you get the alternator checked?

If the battery is good and you have replaced the starter then it could be the alternator.

The alternator doesn't come into play until after the car has started so it can't be that. Take the starter out and activate it with a pair of jumper cables directly from your battery and see what happens. Also, how do you know for sure that your battery is good. A 12.5 - 13V DC reading does not necessarily mean the battery is good!

Sounds as though something is dragging? Perhaps your alternator is frozen up? Loosen your alt belt and check to see alt turns freely.
Do your headlights dim, or does your pos cable get hot when cranking it over? (Sugestions) Starter may need to be shimmed away from flywheel? If starter is to close it could bind up. Did this car sit for a long period without being turned over, perhaps the cylinders got rusted? Pull your dipstick, are there any small metal particles in your oil? Perhaps engine has a bad rod or main bering causing excessive drag? Turn engine over by hand or with a ratchet and socket on the end of the crankshaft.

A/C compressor could be seizing... my 90 Lumina (3.1) did this and got to the point where it flat would not crank.... good battery and starter..
