How do i replace the belt . i have put the belt on, but cant get tensioner to tighten. do i need a special tool to get it to tighten

Nope. It should just be on a spring and should spring back to hold the belt. A new tensioner is cheap and easy to install. Maybe your tensioner is malfunctioning?
