Do I need to take out the headlight in order to......

Do I really have to take out both headlights in order to change the clearance bulb and headlight bulb? I know it will be a lot easier, but just wondering if it can be done w/o even removing the headlights and changing the bulbs from inside the hood? I'm wondering if that clearance bulb is a B***H to get out from what I read in the other previous post? help me?
