Gas Tank Leak

I have a 98 GT with a fuel leak where the fuel intake tube meets the gas tank. Does anyone know how much a new tank costs and the time a mechanic would use to replace or fix either the intake tube or the tank.

Is there a way to run a sealant around the outer part of the connection and keep it sealed.

Coming up on SMOG time and the check engine light is on, would a leak in the fuel system cause this light, car runs fine otherwise.

fill up tube, car does not leak at all until you try and fill it full. 3/4 a tank no leak.
