how to achieve this effect??

Get a camber kit for all four corners.
a 16x7" wheel 43-44mm offset 205/45x16" tires and then drop it like no tomorrow. You may also have to cut out the fenderlip or even the liner too.

well on that car it looks like they have 17s or 18s with 35 series tires. and its dropped as you can see quite a bit.
i have 17"x7" rims... 205/40 tires with ground control coilovers and tokico illumina 5way's.

that's what you get for listening to the uninformed. that style of tuck is from the proper offset wheel, combined with proper camber adjustment. you dont have enough offset to do that on your wheels... you'll rub or require a wild camber setting that will merely screw up your handling ability you need the stock offset, which is imprinted on the inside of your stock wheels. |

anyone know the stock offset of a 95 civic ex 2dr.
and is my offset wrong for just having 17's and lowered. with minimal tuck. like 1/2 inch as compared to like 1.5inch tuck

you can have your fender pulled out (make it a little wide body).
but careful not to crack your paint...

stock offset i do believe is 45mm and for a drop like that the inner fender may have to be removed and you may have to roll your fenders out a little. thats deffinatly not a setup for everyday driving that most people want.
