i saw this video somewhere else and it had a short explanation.
apparently it's a police training video. everyone who goes through police school MUST be sprayed with pepper spray in order to see what it feels like, to prepare them in case they get sprayed in the line of duty. i have a few friends who've gone through the school and can attest to this. OC is apparently a slang term for pepper spray used by the school. so that's what it means when he shouts "OC OC" as he sprays the kid. then the student has to try to subdue an attacker while also fighting the pepper spray in his eyes. hilarious video. my favorite part is his reaction when he opens his eyes, "AAAWW SHIT" and then WHACK into the wall.
