water pump question

I bought a 302ho out fo an 86 lincoln mark 7. It has 72k miles. Anyways, when i took the water pump off, it was really hard, if not impossible to turn it by hand, is this normal or do i need to replace the water pump? The engine set up in a junkyard's building for about 4-5 months. thx!!!!

It should spin pretty freely. I'd definetly get a new one.
