Question for Layla about Initial D 4th stage
Ok layla, i kno fansubs are considered bootlegs if a series has been licensed, but ok if it hasn't correct?
Well a subb group by the name Live-Evil has take on 4th stage subbing lately.Now i kno you are going to say no subbs because they are bootlegs but if you check out there site (PM me for site name/i won't post it here because it links to subbed eps of it and this has to be answered first) They specificaly pull any series that has been licensed and is selling nation wide.Now, under 4th stage it is a project so this means it is unlicensed series.Was curious because they strictly obey all the rules when a series is licensed, they pull it off immediately or even stop subbing the series all together. However representatives from Tokyopop have specifically stated at several conventions that they do hold the rites to all of the Initial D series episodes, movies, OAV's, and manga. You said it yourself, they sub series that are licensed and selling nationwide. Tokyopop is still in the process of dubbing Second Stage. It will be at least a year and a half before we see Fourth Stage released stateside.

At the rate they release the First stage DVD's, it'll be 6 years before we see 4th stage.

They hold the license to not only the currently aired and syndicated Initial D episodes, but also future episodes. It's a common arrangement, much as Bandai holds licensing options on ALL Gundam series and Viz holds the license for all Inu Yasha episodes and manga while the series is ongoing.
It's just a matter of shelling out the money and signing the contract. Some series are licensed even before they are created, like Ghost in the Shell: Stand Alone Complex (shared licensing between Bandai and Manga Entertainment) and Big O Season II (produced at the request of Cartoon Network and financed by both CN and Bandai).
