It’s at the top of the page for each topic area. It disappears once you are inside a thread so you need to view it before or after you open a thread. Hope this helps.

Does it appear only with the blue and white screens,because I can't see it.

How does it decide what order to put them in? It's obviously not alphabetical in the above case, because dejoux screws up the alphabetical order (

), then it's messed from that point on. Maybe it's chronological?
