Defect Stations

I was driving last night when I was told to pull in to a defect station.
Apparently the POLICE told me that the bottom lights in my bumper are fog lights and are not allowed to drive with them on. So I obviously turned them off.

BUT.. He said that they dazzle drivers that is why they are illegal.
What I can't under stand is that they don't even point up they simply point down and only sheds around 1 meter of light in front of me..
I asked him about the VX commodores etc.. that also have the same type of lights. He said they are also illegal..
