Ram 1500 brake problem

Has anyone experienced a problem braking when the brakes are hit very hard? I rear-ended someone on the freeway, the brakes didn't seem to work, should have been some smoking and skidding, nothing.

My dodge is a 1998, an ACIS (anti-camel impact system) came standard, unfortunately the poor soul standing by would not have been protected.

Haulin, I'm new at this, so where are the vacuum lines for the brakes? I have to pump mine once to get it to full pedal, so I'm sure I have air in the lines also. Do I bleed the lines with the engine off or running? Also, any tips on how to bleed all the lines to be safe, I'm gonna be elbow deep in this truck tomorrow with the brakes anyway. Thanks for your time and info on this. PEACE
