Need a DSM expert please

Hello,
I have posted and no one has replied so I will try again. While driving my 1990 Elipse, it started chugging hard and cutting out and finally died. I smelled electrical which turned out to be the ECM. It was fried pretty bad. Replaced it. Also replaced the fuel pump relay. Car will still not start. Can someone please tell me if the ECM has to be re-booted or programmed or what? I have already tried clearing any stored codes. Also, the fuel pump does not come on when I turn the key on but comes on with jumper wires from the battery. Any info is much appreciated. Still five weeks...no car.

does your car turn over fine without jumper cables? if not then obivously you either need a new battery or you need to charge the one you have! then your fuel pump should kick in just fine!

Yeah it turns over fine without jumper cables. The housing on the fuel pump relay was kinda hanging off it so I pushed on it and the car started turning over with keys in ignition. I was thinking maybe a short? Any other clues? Thanks in advance.

Do the standard process.
Do you have spark? Fuel to the fuel rail? Power to the injectors?

There is spark, no gas to the fuel rail or not enough, have not checked for power to the injectors. There is no power to the fuel pump when you turn the key on. Only when the engine is being cranked over. What's my next step? Thanks in advance.

isn't that the crank angle sensor? like if it is busted there will be no fuel pump comming on? i remember something about that, or like that...
