Two problems....
1) On start-up, there's a squeaking noise, but it goes away on idle and when I rev. The squeaking noise does however come back occasionally (seems to be randomly) during defrost or a/c. I'm thinking somethings up w/ a belt, but how would I go about fixing that myself? Which belt would it be? 2) As soon as I hit 70 mph (exactly) the steering wheel shakes alot!!! I'm thinking alignment, balance, rotation....but is there anything else it could be? Somebody help me out.....

1) Yep, most likely a belt... check HERE for a Accessory Belt How-To. Replace and/or adjust tightness of those as needed.
2) Ahh, the infamous 70-mph steering wheel shake! This happens alot to first-gen Neon's... it could be any of the things you listed above, however you can search for 70 mph shake on www.neons.org's forums for alot more info on this.L8R, |

For the shaking, inner tie-rods, alignment, and new tires,or bringing the back tires to the front will work. Putting the front tires in the back will smooth the swivel lines on them. Swivel lines are caused by the tire not rolling directly straight. And can cause a little shaking at faster speeds. And the rods take the abuse.
