Ok here's the problem. My 91 crx si doesn't rev past 3 and 1/4 rpm. When I look at my computer the light flashes in sequence of 4 flashes 7 flashes then 9 flashes. I was wondering if my car not reving past 3 and 1/4 rpm has anything to do with the computer. I have a d 15 engine and I'm not sure where the computer came from. Any help would be greatly appreciated.

well the flashes are these problems assuming your reading it correctly:

4 Flashes - Crank Angle Sensor
7 Flashes - Throttle Angle
9 Flashes - #1 Cylinder Position

all will have an affect on your rpms, timing, etc.

check to make sure your distributor is on correctly and that the timing is right. also check to make sure you have an SI ecu and not a DX model, same with the distributor.

if that all fails, test the sensor's in each system with a known working model, if they fail there then you know its either an ecu or dizzy problem.
