91 Escort 1.9 L won't start
Car won't start there is a clicking noise coming from a relay (?) pass side firewall. Starter is fine, solenoid ok, battery new - help! I have power going to the fan, fuel pump, accessories. There seemed to be a fuel problem initially because the car took a little bit of effort to move anywhere - pump the gas, and then when I went to start it one day I got silch. I measured the voltage at the solenoid (little wire) and got 8.2 V - is this normal? I get what I think is the correct voltage at the wires when the starter is off, when I jump the starter it reacts normally but when I put the thing in nothing happens.

If you are confident your starter and starter solonoid are ok, check your wiring at the ignition switch. Also, make sure your connection at the battery terminals are tight.

Is the engine locked up?

Try to turn the engine by hand with a wrench on the crank hub bolt. If it is locked, the starter may have engaged and stalled without the bendix retracting. You should also have full battery voltage at the start solenoid terminal. If you can get the starter to work by jumping the solenoid actuator terminal to the main battery terminal, your problem is in the supply circuit to the solenoid actuator terminal.
