Question failed emissions check...help

my 84 318i failed the state of ohio emissions test on the five gas test.
i passed all four parts except N.O. nitrous oxide the limit is 1400 p.p.m i am at 3000 p.p.m i have replaced the plugs. the tech said BMW's don't have a E.G.R. is this true and also if i replace the cat. converter and O2 senser would this correct the problem. please help i am stumped. thanks.

if your o2 sensers have never been replaced would'nt hurt to do it. catalitic coverter i wouldn't unless you suspect it being clogged. Just my thoughts
