1996 Neon - reverse lights/hazards?

My girlfriend has a 96 neon with like..104k miles, it's her first car, she loves it; she says its cute and all, but I know considerably more about cars than she does and its engineering is..less than pleasing..

anyway, her car..the backup lights don't work, they'll occasionally flicker if she puts it in reverse like a dozen times in a few seconds, terrible for her tranny i know but..her reverse lights don't work, and the fuse is fine, it's obviously not the bulbs..what do i need to check to see it's not a connection? could it be anything other than a loose connection?

and her hazards, again, the fuse is fine, bet her hazards/4-way flashers just don't work, i flip the switch, and nothing happens

hazards are an important thing for a neon, haha, and..what could it be? I live in pennsylvania and they've got beastly inspections here, it won't pass like this, and i'm running out of months to fix it
