Unhappy Problem- must pump brakes

Maybe someone can tell me whats going on. Upon braking, I do not have sufficient pressure - i.e. have to press the break almost to the floor to stop. However, if I tap the brake pedal, back off and press it again, I get full pressure and it comes to a complete stop. I now find myself automatically pumping the brakes to stop.

Any ideas as to what is going wrong.
