1994 Blazers Brakes are always engaged

My 1994 Blazers brakes are always engaged. When I turn the vehicle on the brake pedal goes to the floor and the brakes are engaged. I replaced the master cylinder but that didn't work. Can anyone help me with this. Thanks.

Is the parking brake operational? That may be the problem, it might be stuck. Can the front wheels turn? You could try jacking up the truck and attempting to turn the tire to figure out if it's just the rears, or all of them. I've never heard of such a problem.

I tried all of that. It's weird. I disconnect the ABS I removed the master cylinder from the power brake booster. I checked the emergency brake. It happens as soon as I start the truck up. The brakes go straight to the floor and I cannot rotate any of the tires.
