need to replace 94 lude v-tec engine

my lower engine block is shot. i want to replace the engine with a low-mileage used one. i live in washington, dc and i feel the mechanics i have talked to are trying to rip me off. does anyone know about how much i should pay for the engine and for labor? do i need to replace the entire engine or just the lower engine block?
