I'd go for Photoshop 7/8, if u buy it, than go for 8.

corel is pretty good for making designs too.. i find it hard to creat stuff from scratch with photoshop

Try photoimapact 8 or XARAX.
Photoimpact does almost everything PS does and costs a lot less($49 i think) Xara is pretty cool too.Check it out here www.xaraxone.com
