It could be a couple of things. 1-thermostat 2- blocked heater core or hoses 3- a vacuum canister not working.

I belive it is under the dash. I call it a canister, but it might be the size a of a baseball? Owning a 99 jeep is new to me. Had mostly old stuff. Is the temp of the eng where it should be?

I am having the same problem with my 96 jeep have you found a solution the haynes book does not have anything about teparature control i think it is electrically operated but i am not sure what or how the temp is controled. i have no blocked core and my engine temp is ok one thing i did notice is when i accelerate the air does come out warmer

Did you check?

I know this sounds silly, but did you check the coolant level? An engine can run at normal temp, in the colder weather, and be real low on coolant. Low coolant won't fill the heater core the way it's supposed to. I know that's pretty basic, but I figured I'd throw it out there anyway.
Good luck, and Ya, I know what you mean about the temps around here lately, in Mass.

The only other thing is the temp control. I`m not
sure on those models, but is the cable working, or vacuum line hooked up. does your defrosters work? I know on the older ones they had a tem control valve under the hood. Sorry I can`t be more help. it`s cold here in Pa. too.

Re: no heat

What is the engine temp showing because if it and I am speaking about the I6 if it doesnt have the correct theromostat in it the heater will not work because the it need it to force the water through the heater core. The other thing is the mixing door under the dash which is controled by the vacume from the engine and the electronic controls inside. There is also a sencer that turns on the heater when the engine gets warm enough. . Hope something here helps. Good luck
