95 Grand Am V6 Belt Undone and Weird Noises From Air System

First off, somehow the belt on the left side of the vehicle has come unattached to the alternator. My first question is how is there an easy way to get that belt back on. I've tried stretchin it and it's way too tight. I tried moving the alternator around, but it won't go back in to place. Also, there a black piece that's used to pick up the motor that seems to be in the way in getting the aternator in the right place to get the belt reattached.

Secondly, whenever I have the air system turned off, it makes this weird noise. Maybe it has to do with the alternator thing, but I'm not sure. Any help on this would be greatly appreciated.
