A little off topic: State Safety Inspection Gone Bad! Help!

Ok, I failed the state safety inspection due to my windshield wipers 'not working good enough', they wanted $15 a piece to replace those. Then my aftermarket rims are lugcentric design, that is the opening that usually centers the rim on the hub is a large opening to fit most cars, so the wheel is held in place by the studs and lugs, thus making them lugcentric not hubcentric. They said I needed some sort "rim spacers". Are those even things they even should be looking at or are they just thinking I will pay them 15 bucks a wiper?

first off in NY neither one of those "problems" will fail your inspection, they are just trying to rip you off by making you buy there products for mad more money.

go buy some $3.99 pylon wipers and put em on, then tell them "your rim things is whack" and get your inspection sticker.
