Angry 2000 Low Speed Heater / AC blower not working

I changed the relay for the heater blower under the hood but that did nothing. Anyone have any ideas of what might be the problem. My car has only 64K so this is leaving a bitter taste in my mouth. My buddy has a 2001 and already had his fixed. So I'm willing to bet this is a common problem.
