Question Lack of Low end power on 2002 5.9L Ram 1500

Does anyone have a solution to my fouling plugs and power issues? I am having problems with fouling plugs when in stop and go traffic to the extent that the engine light will activate. I also have a lack of power in the low end between 1000-3000 rpm. There is a significant power lag until I hit 3500 rpm. It almost acts like there is too much fuel to air mixture at the low end.

I have begun modifying my 2002 Dodge Ram 1500 Quad Cab with sports packaging. I have added almost 350 lbs with a cab on the box and modified the engine. I have modified the engine to include a Excell High-Pro coil, Port and polished heads which were shaved .001s, Gibson headers, Flowmaster muffler, K&N Stage II cold air filter, .480/.262 performance cam, heavy duty lifter springs, hotter plugs and a jet performace chip.
