Unhappy breaklights 318ti

Brake lights don't work but bulbs good. The fuse (#46) blows fast. Blew slower in the past. Would give Fuel level then blow. All items on fuse #46 are out. Temp gauge, gas gauge, trip computer. (clock works when button is pushed. History of gas gauage fall when full over the last 3+ years, but not often in last 2 years. the test reading on the plug at lights is ground on both plugs. Oh! the magic gas cap is on tight! (11/6/03). I have removed all tail light bulbs, disconected gas tank sending plugs, cruse control plug, differential plug and cleaned 2 grounds under the hood. The schematics in both Chilton & Haynes are not what I am use to. I once could fix a computer driven Russian Radar Van in the 60's & 70's for the USAF and calibrate all kinds of test equipment and even march. How about a little help!
