It is still going to cost you more than the purchase price to legalize it for the States. $16,000 USD to do it, plus shipping, plus taxes, etc etc etc. You can buy one through a broker for a whole lot less in Japan. That is about what the R32 GTR's are selling for!
So NO it is a rip off big time.
