I just don't get these low horsepower ratings...
During the 70s increasing emissions pretty much put a stop to the muscle cars, but I just don't get some of the low horsepower. I know emissions were tough but these engines have got to be seriously downtuned. At one point you can get a 'Vette with a v8 that only produced 165bhp. And should'nt bhp be higher rating numbers than current measurments?
I mean... If I went out and bought one of these cars I'm sure I would be able to tune it up to better standards, right? |

Low compression ratio is the first thing I think of. Then you have heavy rotating and reciprocating components. Carbs don't mix fuel as well as EFI systems. Non-optimal exhaust tuning. Low redline (high stroke).

Another point that needs to be made is the change in horsepower rating that occured in the early 1970s. Prior to this change, engines were rated in GROSS numbers meaning with all accessories removed. Later engines are rated in NET horsepower, with all accessories installed. The difference between gross and net horsepower is typically quite a distance.
