1988 pulsar electrical prob

cylinders 1,2,3, are good.cylinder 4 will not fire.i have replaced the injector and coil in this cylinder.i have spark voltage at the engine ground wire,and an extremely weak spark at the plug.this is the ca18de engine.help please
