Not very much. Though the car's characteristics may change a bit, the Lancer is really built to produce mid-range torque. The basic i/h/e bolt ons have a tendency to push the peak numbers higher into the powerband, and since the Lancer is pretty limited on revs with a fuel cut at 6,250 or thereabouts, the benefits are limited as well. Yes, you'll notice a bit more power, but it's hard to say how much.
The RPW header has been dynoed with a gain of 17whp (the only other mod being a drop in K&N panel filter), so it's possible you may get some decent gains if you choose carefully. Hardly anyone with a Lancer has gotten dyno results with just bolt-ons. The only charts I've really seen have been that header dyno and a couple TC'd Lancer dynos.
