it kinda smells bad when you take off the cat, but IMO isnt noticeable inside the car.

As far as sound it will make the exhaust sound more buzzy.

If you live in a state where they do emissions testing save your self trouble and a hefty fine if you get caught with it off by leaving it on.

Intake: They are all the same, dont be a riceboy and buy an AEM because they are dyno proven and have a carb id blah blah blah, its a pipe with a filter. Cold air gives you more of an hp gain, but is harder to put in, and if you live in an area where it floods or rains a lot, I reccomend getting a Short ram

Header: DC sports makes one of the best ones IMO ... dont take my advice on this though, because I have no expirence in this, and still have the stock header on my own car. I am currently selling a chikira header, which the link is for in my sig. I dont know if it will fit your car, but if you want it, lemme know.

Exhaust: Most people seem to like greddy. You can also go to your local muffler shop and have them custom fabricate an exahust with bigger piping for you which will provide the same gains, and may work out to be cheaper than a name brand exhaust such as greddy.

You have a 95 dx, so if you really want some HP gains, do an EX head swap, or swap the entire engine for a b series of some sort.

I live in SC and they dont do emissions testing, but i think if u do get caught they still fine u. it rains (a lot) bad storm just last night. so ram air intake would be best i guess, a dude at the proformance shop car has hydro-lock. what is need and how to do that head swap. about how much HP and TQ would i gain?
