Need help passing MA emmissions test

Hello folks,

This is my first message, so hopefully someone can help out. I have an 84 VW Scirocco that has failed the MA emissions test. Before I brought it, I changed the oil+new filter, changed the air filter, and even put some dry gas? in it. It failed with too much CO (carbon monoxide). I don't know a darn thing about cars, but I'm willing to get my hands dirty. What should I do?
