Question emission law

i live in cali and my dad and i were just talkin about upgrades and what not..and he brought up that when you do anything to your car under the hood that it will no pass the emission law
He said that his friend who owns a honda civic went to get it smogged and it did not pass just because of an after market intake..
is this all true?that any thing done under the hood will not be tolerated by california standards...or is there a mix up some were?

I could be wrong, probably am, but I think that everything you put on must be CARB Exempt. Some intakes are, like K&N intakes. I say, just make buddies with someone that does inspections. It's a long shot, but some people are stupid enough to just throw a sticker on anything.

that would be good to know some one like that haha...who knows maybe ill meet some one hahah...
so its ok to modify as long as its CARB exempt?

and things like piston rods and internals wont change emissions will it?

hehe its ok..but im sure some one does around here heheh does ne know? because i dont want to modify my car and then end up not passing the smog test

upgrading internals like cams and such will affect emissions and are technically illegal... or for race use only. but as long as you can pass smog, who cares. the only thing a shop will worry about is the intake and header. last year speedee was giving me shit about my aem intake, eventhough i was pointing out the carb sticker, they still wouldnt do it. told me to go down the street to some other shop and ask them. they said i had an "illegally modified" intake.

but now ive got a friend of a friend who will smog my car for me

if you want legal parts get a dc header and cp intake(checkpoint). the intake you can get for under $100 and it comes with a carb eo#

i also have another question...when swapping engines...like a b16 into a honda would it still be able to pass the test...sorry if they questions are kinda stupid ....hehe

depending on whats done to the engine and what condition its in, it will pass. unless you get someone who knows alot about swaps, theyre not gonna know its not the original engine. for any swaps, if the guy knows, two things can happen. he'll either be a dick, and say he wont do it cause its illegal... or what i think should be done, smog it. and if it passes, then whats it matter what engine is inside. i know i dont make laws, but i feel you should be able to do whatever the hell you want to your car as long as it can pass the state emission laws.

You can modify your car as long as the part have carb exempt papers. AEM Intakes, Greddy Exhausts and DC Headers are all Carb Exempt that is a nice place to start Intake, Header and Exhaust.
